About six weeks ago I wrote to Alex Salmond, the First Minister of the Scottish government, on behalf of The Cabinet. I had seen a news item wherein Mr. Salmond had announced the creation of a special 42% whisky to commemorate his government's commitment to reducing greenhouse gas emmisions by 42% by 2020. In this announcement he promised a bottle to each world leader who was willing to make the same commitment. It seemed obvious to me that Stephen Harper had no chance whatsoever of bringing this whisky home, so I wrote Mr. Salmond to suggest that The Cabinet might instead be a worthy recipient of Canada's bottle.
To my surprise, there was a polite and detailed letter from the Scottish Government in my mailbox last week. I think you can guess most of the contents, but I'll allow some small measure of suspense and leave the reading of it to the next meeting (October 27 by the way).
